Limassol is a warm, sea-front Mediterranean city with a genuine international mix — Russian, Israeli, Lebanese and business communities — rather than a British enclave, so you get English everywhere without living in a little Britain.
It sits between the coast (rowing and watersports) and the Troodos mountains (serious mountain biking) — an unusually good fit for Eli's two sports — and Cambridge IGCSE schooling is on tap. Paphos is the opposite: the most British-expat-dense town on the island.
The honest counterweight is that Cyprus overall skews very British-expat, summers are hot, and the Digital Nomad Visa is quota-capped and temporary.

Very well served. The Limassol Nautical Club runs rowing (including coastal rowing) and hosts international beach-sprint events, under the World Rowing–member Cyprus Rowing Association. A strong, growing scene — confirm junior places and ages with the club.
